On Nuclear Proliferation and Terrorism VI

"Pakistan is a nuclear time bomb," writes (subscription required) Harvard professor Graham Allison in the October 2004 issue of The Atlantic, "perhaps the greatest threat to American security today."

Fortunately, Allison offers a few possibilities to help Pervez Musharraf stabilize Pakistan's nuclear forces.

One potential solution: technology transfer. In particular, Allison suggests that the United States and China should both work together to provide Musharraf with what are called "permissive action links"--technologies, which were initially developed under the advocacy of Fred Iklé and others in the 1950s, that enable political leadership to maintain command and control of its nuclear weapons, as well as protect these weapons from unauthorized use-- for Pakistan's nuclear forces.
